Coos Estuary Joint Steering Committee (Seven Member Committee)

The Coos Bay Estuary Management Plan (CBEMP) is a highly complex intergovernmental plan that spans the jurisdictions of Coos County, the City of Coos Bay, and the City of North Bend. Because no single local government has the capacity or resources to maintain and update the Plan on its own, a management agreement between the three jurisdictions is essential to ensure shared responsibility and coordination.

The agreement affirms that:

  • Shared responsibility: The Plan is a joint obligation of all three jurisdictions, each with land use authority and regulatory responsibilities within the estuary and shorelands.
  • Regular review: The Plan requires periodic, comprehensive reviews to stay aligned with the most up-to-date science, data, and community needs.
  • Predictability: A coordinated plan provides clarity and certainty for conservation, development, and regulatory activities.

The Coos Estuary Steering Committee serves a vital role as a dedicated planning committee responsible for the ongoing and structured maintenance of the Coos Bay Estuary Management Plan (CBEMP). 

The County shall appoint members to the Coos Estuary Joint Steering Committee to meet the following requirements: 

  1. One Elected Official or their appointed representative from the City of Coos Bay and One Elected Official or their appointed representative from the City of North Bend. Each City shall send an appointment order to the Board of Commissioners for formal appointment. 
  2. One International Port of Coos Bay representative.  The Port of Coos Bay shall provide an appointment order to the Board of Commissioners for formal appointment; 
  3. One Tribal representative (from each Tribe) appointed by Tribal Council. Each Tribal Council shall provide an appointment order or some formal action to the Board of Commissioners for formal appointment; 
  4. The Chair of the Coos Estuary Citizen Advisory Committee; and
  5. The Chair of the Coos Estuary Technical Advisory Committee.

This committee shall determine bylaws, officers and procedures in line with management agreement.
