In Oregon, any Sand Filter or Pressure Distribution system permitted on or after January 2, 2014, as well as all Alternative Treatment Technology (ATT) systems, must be maintained by a DEQ Certified Maintenance Provider. For ATT systems, the provider must also be certified by the system’s manufacturer.

These advanced septic systems contain mechanical components that require regular monitoring to ensure proper operation. Regular service can detect potential issues early—preventing system failure, protecting public health, and preserving our valuable water resources.
⚙️ Components of Oregon’s O&M Program

Service Contract
A minimum 2-year contract with a DEQ-certified maintenance provider is required upon installation. The owner must stay under contract for the life of the system. -
Annual Inspection Report
The maintenance provider must inspect the system at least once per year and submit the report to OnlineRME for state compliance. -
Annual Evaluation Fee
The maintenance provider is responsible for submitting the annual report fee on behalf of the customer.
🔧 Maintenance Provider Responsibilities
- Submit annual maintenance reports to OnlineRME with required fees.
- Inspect and document system and drainfield conditions.
- Make necessary repairs per Oregon Administrative Rules (OAR).
- Provide emergency service within 48 hours of request.
- Notify the local jurisdiction (e.g., Lincoln or Deschutes County) within 30 days if a maintenance agreement is terminated or not renewed.
- Hold manufacturer certification to maintain ATT systems.
🏡 Property Owner Responsibilities
Owners must ensure proper maintenance throughout the life of their system. This includes:
✅ Service Agreement
- Initial Contract: A minimum 2-year agreement with a DEQ-certified provider must be submitted with the septic construction permit.
- Ongoing Maintenance: After the initial term, owners must maintain a valid, active contract (can be ongoing or fixed-term).
🔄 Ownership Transfer
When the property is sold, the new owner must:
- Transfer the contract with the existing maintenance provider, or
- Establish a new contract with a certified provider.
🔍 System Care Responsibilities
- Allow safe access for inspections and maintenance.
- Follow usage recommendations from your provider.
- Permit necessary system repairs.
- Ensure your system does not cause a public health hazard or pollute public waters.
💡 Septic System Care Tips
- Pump Regularly: A 1,000-gallon tank for a 4-bedroom home should typically be pumped every 3 years (depending on use).

- Space out laundry loads.

What Not to Flush:
- Diapers, cat litter, hygiene products, coffee grounds, grease
- Medications or chemicals (paint, antifreeze, oils)

Protect the Drainfield:
- Don’t drive, park, or place heavy items on it.
- Avoid overwatering or irrigating near the drainfield.
- Plant shallow-rooted vegetation—no trees or large shrubs.
